  This, clearly was an error of ATC But the fire truck driver SHOULD have  
  looked  
  both ways up/down runway as well as slightly upwards in both directions  
  before  
  entering the runway.  
    
  This procedure applies to all pilots and ground vehicles.  
  OK It did when I used a such to cross runways or in fact even on taxi ways.  
    
  Totally lax procedures at this airport and the administration and the FAA  
  must  
  take responsibility for it - but they no doubt will be trying to pass the  
  buck.
