   Yes there is, in XP. Here is the sequence:   
      
   Desktop. Right Click. Properties. Display Properties dialog is shown.   
      
   Appearance Tab. Effects... button. Effects dialog is displayed.   
      
   Last check box on form reads:   
    Hid underlined letters for keyboard navigation until I press the Alt key   
      
   Uncheck to show menu underlines at all times.   
      
   Click Ok. Click Ok.
