   Start with your pocket (enough money)   
   Go to your nearest VB distributor, or ask at local PC store   
   (details could also be in local paper, internet, magazine etc.)   
   Buy it.   
   Go to nearest TAFE (school, uni etc.) offering VB course   
   Join it.   
      
   I could make another suggestion (someone probably will)
