   The units do function and they contain circuitry just as I said. I am sure   
   there are scams out there too.

   No.  Those were the so-called "Green Plugs".  This thing is an   
   outright fraud on several fronts.  I saw one dissected on a website.   
   The box contained a capacitor that was not connected to anything, an   
   LED, a diode and a resistor.   
      
   Even if the small capacitor had been connected it would do nothing to   
   improve power factor.  And since power meters register only real power   
   and not apparent power, power factor does not matter to the   
   residential and small business owner.  Only with large consumers   
   (multi hundred kW and above) do utilities bother to measure power   
   factor and assess penalties.
