   Can't address that particular model, as I have a Generac 10kW   
   Guardian.  Mine is rated at 42 amps max output.  The breaker is 60   
   amps.  You do the math.   
      
   I've inadvertently overloaded the unit (power fail with everything   
   electrical including the stove turned on) to the point where the   
   engine almost stalled before the electronic protection shut it down.   
   The breaker never moved a millimeter.   
      
   My conclusion is that the breaker is there only because the code   
   requires it.  It *might* also offer some protection if your ATS   
   physically broke and let line current feed into the generator with the   
   generator stationary.   
      
   I'd want the breaker replaced but I'd not get my bowels into an uproar   
   over it.   
      
   As far as who can work on the unit, in mine I don't see anything so   
   complicated that a competent master electrician could not fix.  In   
   this case, getting the part would be the challenge.  This breaker is   
   not like a breaker panel breaker.  It has screw terminals on both the   
   line and load sides.
