I haven't come       across any off-the-shelf pole-mount equipment (except perhaps that       Cooper unit) that was specifically designed to interconnect two 3-phase       distribution systems having different voltages. Such a device would be       useful when incrementally upgrading/creating MV branch circuits to       higher potentials, e.g. upgrading a 7200/12470 distribution branch to       one that operates with higher potentials (e.g. 7970/13800 or       14400/24940). Eventually the entire MV infrastructure back to the HV       substation becomes operational at the new potentials. Sincerely,              --       J. B.
