Recall, also, that the       Durango and Silverton Railroad has been sued for millions of dollars for       the fire a couple of summers ago allegedly sparked by one of their steam       locomotives.              The fire in Santa Rosa took out entire neighborhoods and one of the       results is it is difficult or impossible to insure a home in the       fire-prone areas of the state.              I can't fault PG&E for learning from the first billion dollar lawsuit.       The definition of insanity is to keep doing the same thing after getting       burned the first time, to paraphrase Albert Einstein.
