ALL "(digital) "channels" *may* have a low banner number, but the
actual assigned and broadcast frequencies are all up in the old UHF
   band.

All of them in the US AFAIUI.

A whole lot of stations needed to erect special new antennas for
HDTV broadcast. A lot quit broadcasting. Most retain their old
numeric though, even though they physically shift up into the UHF
   band.

In fact , I think those lower frequencies are being sold off
   for other, modern use now.

It is called "Spectrum Reallocation". Started in 2008.

If there are still VHF broadcasters that actually broadcast at
those low frequencies today? I do not know of them as they all had
to switch to digital, and I think it also required the band shift as
well. Many keep the same numeric assignment number though.
