   I remember having to do this before we moved back to Oregon after a couple   
   years in California.  Given that you can fail the driving portion of the   
   test and pass the written exam in California to get a license, and the   
   written exam answers are available upon request while you're taking the   
   test, why the hell does Oregon even allow people trade a Californian   
   license for an Oregon one, no questions asked?   
      
   Seems like it would make more sense to not honor Californian licenses as a   
   valid license to drive in Oregon under any circumstance, and stop allowing   
   out-of-state trade-ins without taking the Oregon test.  If you want to   
   drive in Oregon, you learn to drive in Oregon, no exception.
