   I've also not had much luck with getting peonies to flower but have   
   spent considerable time on research and FINALLY found out that if I   
   have done the other bits right (1" deep planting of top of eye, rich   
   soil and regular manure/water regime and not waterlogged feet) then   
   the solution is lime/dolomite/fire ashes.
