   Any time a bicyclist feels that safety requires it, they can take the   
   whole lane of traffic.  There are innumerable reasons why a bike lane   
   might not be safe.  Some of the prime ones are debris and the   
   potential for suddenly opened car doors.  If you really want insight   
   into the bicyclists' perspective, adopt it!  Ride your bike a bit and   
   decide who is the ignorant one.   
      
   As an overtaking vehicle, it is your responsibility to do it safely.   
   If you can't overtake safely, just slow down and follow until you   
   can.  Pretty simple really.
