The road I commute on daily has no shoulder at all. Cyclists regularly use
the road and I pass them quite often. I won't pass unless I can give them
half a lane's worth of room, because I picture just this happening. Many
other drivers don't, and pass with a foot or so. I haven't seen one creamed
yet, but I expect I will someday.

I have come close on a bridge with no shoulder. There was a truck coming
the other way and the crest of the bridge hid the cyclist in front of me
until I was about 1/3 the way across. I was able to slow down in time, but
   it was close.
