   Clearly you don't know what you're talking about. If a driver is on a cell   
   phone and drifts into another lane there could be a fair amount of property   
   damage and minimal injuries. If a cyclist is talking on a cell phone and   
   drifts into another lane the property damge is likely minimal, but the   
   injury to the cyclist could be massive and possibly fatal.
