   Someday Portland is going to be really sorry they took down their sea   
   wall.  It almost happened in '96, but a really stand-up contractor ran a   
   crew and an bunch of concrete forms down to River Front Park and built   
   an impromptu sea wall when the river flooded.  Portland shouldn't count   
   on having someone bail their soggy asses out again.
