   It isn't just the floride in that part of the country.  The drinking water   
   in PA, MI, and a few others tends to have a lot of natural dissolved   
   mineral content that makes for quite hard teeth if it is taken in as a   
   child for long periods of time.   
      
   Flouride might help, but I really don't think it will produce the result   
   you are after (hard, nearly impossible to decay teeth) unless it is also   
   mixed with all the dissolved limestone and other items that contribute to   
   improved tooth enamel.   
      
   People nowadays drink so little tap water, what with the bottled water   
   craze and energy drinks and flavored bottle fruit gop and so forth, I'm   
   not sure just how much of an improvement flouride in the water will have   
   on today's kids.   
      
   It seems to me it would be better to create one of those bottled drinks   
   that has mid-western water, complete with dissolved limestone and   
   flouride, as its primary component.
