   Dunno how they do it in Silver Springs but 'round here, minor electrical   
   work performed by a licensed electrical contractor can be approved on   
   the contractor's certification without inspection.   
      
   There are random follow up inspections on these permits - say one in ten   
   or so - just as a double check on the contractors' work but the majority   
   are approved without any actual inspection.   
      
   The cost for one of these so-called "blue tag" permits is pretty   
   minimal, $20 or so IIRC, and basically just covers the cost of making a   
   record of the work and the random follow-up inspections.
