   Happily, if given the chance. Though doncha think Someone ought to   
   have told them that earlier? Like back Before they started building   
   on the flood plain?   
      
   This nation is full of properties where folks built where they Knew   
   damned well that the floods would come on a regular basis. That's   
   sorta just plain stupid.   
      
   What's even More stupid is that they demand Public Assistance in   
   Rebuilding in the same place, thereby compounding the mistake.   
      
   We'd save money and rationalize public policy if we limited rebuild   
   assistance only to areas Not on the flood plain. That way, in a   
   reasonably short time, we'd not have to throw good money after bad   
   endlessly.
