   Seems as how they already know. A series of articles in today's   
   Oregonian discusses the situation.   
      
   Their motivation, though, is highly suspect. Many apparently want   
   simply to rebuild the same structures in the same places, which means   
   they will await the same sorts of floods and the same damages as   
   before.   
      
   At some point, someone's gotta suggest to those folks (a) they ought   
   to stop doing things the way they have been doing them, because (b) if   
   they persist in doing the same things, they won't be insured at public   
   expense.
