   True west of I-205, but once east of I-205 and particularly in the east of   
   the cross dike it's heavily residential.   
      
   Industrial doesn't endear as much sympathy but likely will result in   
   comparable dollars loss in a flood.

   By agreement with the Army Coprs of Engineers post Vanport.  The ACoE   
   wouldn't agree to take over, rebuild and improve the levies unless Portland   
   agreed to not put housing back.  Hence the golf course, expo center, horse   
   track, airport and green space.  At the time land to the east wasn't   
   considered likely for development and was all farmland so it pretty much was   
   ignored.  50 years later that agreement has been forgotten or ignored.

   Faith or idocy.  Blue lake is in MCDD #1 sump.  It has gone under water   
   several times.  Just a 1/4 mile east and they would be in Sandy drainage   
   district which hasn't gone under in 90 years.
