   That translates to,"The plane would usually not come closer than 200   
   feet to the ground over rugged terrain."  The laws of physics preclude   
   being able to follow the terrain at 200 feet and 250 mph."  Either that   
   or their definition of "rugged" means nothing rougher than a sand dune.
