   The designations are county designations and only make sense in   
   reference to a particular county. I could make a guess at what the   
   designations stand for but without knowing what county you're referring   
   to, it would be only a guess.

   Lower property taxes for the lumber company, one would suppose. Assuming   
   I'm translating AF-20 and EFC correctly.
