   Thanks for the help, all.  I didn't realize this was a county-specific   
   designation - thought all of OR used the same terms. (This is Washington   
   county, BTW.)  Still haven't found anything on the web, including at the   
   county and state land use sites..  I'll try calling the county, but my   
   neighbor said he tried that and got zero information. Maybe I'll have   
   more luck.   
      
   I'm guessing it's about taxes, as Larry suggests, I just want to be sure   
   I'm aware of all the ramifications.
