   Now, there's a really interesting claim. How did the "Bush Cartel" set up   
   the Willie Horton furlough that gave Willie the opportunity to assault a   
   couple and rape the woman?   
      
   As I read it, a Republican signed the original furlough program, for which   
   first degree murder convicts were not eligible. The Massachusetts Supreme   
   Court ruled convicted first degree murderers, like Horton, were eligibe. The   
   Massachussets legislature passed an bill disqualifying first degree murderers,   
   like Willie Horton. That bill was vetoed by Michael Dukakis.   
      
   Did the "Bush Cartel" bribe Dukakis to veto the bill?
