|    Portland to implement new "Cali Tax"    |

      The City of Portland has announced what effectively is a tax on recent       arrivals from Oregon's southern neighbor. Dubbed the "Cali Tax", the new       legislation aims at offsetting what commissioners say has become an       out-sized burden on the metro region, that California transplants have       had a negative impact on affordable housing as well has the general       infrastructure. They also cite cultural intangibles such as the       supplanting of Portland's former understated civic-mindedness with "a       pervasive narcissism wrapped in a tanned facade of friendliness". The new       tax will go into effect immediately on April 1st, 2016 and apply to all       former Californians who arrived after December 2010 - as determined by       their federal tax returns - and make over $64,000 if single, $84,000 if       married.
