The City of Portland has announced what effectively is a tax on recent   
   arrivals from Oregon's southern neighbor.  Dubbed the "Cali Tax", the new   
   legislation aims at offsetting what commissioners say has become an   
   out-sized burden on the metro region, that California transplants have   
   had a negative impact on affordable housing as well has the general   
   infrastructure.  They also cite cultural intangibles such as the   
   supplanting of Portland's former understated civic-mindedness with "a   
   pervasive narcissism wrapped in a tanned facade of friendliness". The new   
   tax will go into effect immediately on April 1st, 2016 and apply to all   
   former Californians who arrived after December 2010 - as determined by   
   their federal tax returns - and make over $64,000 if single, $84,000 if   
   married.  Asked about the ethics of singling out Californians, one   
   commissioner who asked to remain anonymous replied "they (Californians)   
   have taken so much from Portland, it's only fair that they make   
   restitution".
