   Technically you are an occupying power, which gives you obligations and   
   responsibilities to those people.   
      
   This should have been a police action, against those individuals that you   
   blame, and not an extermination of the societal govt function there that came   
   in the wake of your decision to remove yourselves from the place a few years   
   back.
