   The actual situation is that Notre Dame, while it is run by the   
   Catholic Church, is essentially a private college, which does   
   not have much discriminatory power over the religions of its   
   faculty, except those teaching Catholic religion, or of its   
   students.  The question is whether it may avoid providing birth   
   control medication to those.   
      
   That part of the campus which is a Catholic Church or similar   
   is not subject to the proposal.
