   Following that logic, anything a person could be asked to do, and that   
   they don't do, can be taxed when they don't do it.  For example, if   
   the gvt thinks its a good idea for you to buy and eat 15 grams of   
   fiber a day they could make that a mandate and provide a tax   
   requirement for those who don't submit proofs of purchase with their   
   tax returns.   
      
   The ruling is complete and utter bullshit.
