   It is not rationing to limit something to those able to pay, or   
   to those who have the physical or mental capabilities.   
      
   I am not opposed to charity, but I am opposed to government   
   claims to be doing it, or providing "entitlements" which it   
   can only claim to do so.   
      
   I can support public funding of vaccinations as a public health   
   issue, and several other things.  But there is no way of getting   
   what I would call adequate health coverage for all.
