   I think you will find that these countries have private care outside   
   their socialized system.   
      
   People who need little medical care will accept coverage of what   
   they need as "adequate", but it does not solve the problem. Real   
   insurance would be for the rare but costly events.   
      
   Providing coverage which cannot be delivered, or which can only be   
   delivered at exhorbitantly high prices, will not occur.   
      
   Here is a proposal which will be opposed by the insurance companies:   
   do not allow the collusion of reducing rates by insurance companies.   
   This is not allowed in most of business, except for small discounts.   
   It also introduces problems, which is why some providers will not   
   join the insurance companies "preferred groups".
