   A (natural) right is defined as the authority to exercise a (natural)   
   power.  That power comes from nature, as does the authority.  The   
   authority does not come from a constitution, someone else, or from a   
   group of people.  Neither does the power.   
      
   There is no arbiter of rights, as is there is no arbiter of powers.  You   
   have the power to speak, you have the authority to speak (granted by   
   nature), ergo you have the right to speak.  No one has the authority to   
   arbitrate that, not your neighbor, not the mayor, not the governor, not   
   the president, and last and least, not the supreme Court.
