   For thousands of years and what made it better in America was Charity.   
      
   The poor were taken care of on a basis of their inability to care for   
   themselves, people that were considered "able" were expected to do that   
   for themselves and the people that needed the most help generally got it.   
      
   Women and children were more likely to get the available "charity".
