   Because they aren't allowed by law to abuse or mutilate their child or have

   See, it would be one thing if it was medically necessary, but it's not.

   Sounds to me like the child needs some serious mental health help and   
   perhaps even being locked up to prevent themselves from injuring themselves.   
      
   A nice padded room and a straight jacked will do to start along with regular
