He preferred to support the existing       international claims tribunals. Since passing the       law, the lawsuit provision has never gone into       effect because the Bush administration, and the       Clinton administration before it has blocked it       from taking effect. The Miami Herald, which       favored passage of Cuban sanctions at the time,       called the lawsuit provisions "perverse."
