   Sadly I think you are right.  we can muster $200 billion on short   
   notice to invade, but we can't manage $50 billion to work proactively.   
   Sad. America and its reputation were at their zenith when we were   
   known for the peace corp and exporting idealism. (I know a large part   
   of that is mythology - but a significant portion was not.)
