   It's interesting because Kerry has only talked in broad terms about what   
   he'd do. I think it's difficult for him, because he doesn't want to be   
   seen as undermining whatever it is that Bush is doing (and, uh.. what IS   
   Bush doing?), but at the same time he'd like to put out a more detailed   
   plan.
