   Easy. Have them arrested and charged. It is a felony and nothing prohibits   
   it other than Congress critters saying their own laws don't apply to them.   
   If need be get SCOTUS involved. equality under the law is a hallmark of   
   American Jurisprudence and we have turned a blind eye to their criminal   
   activities for far too long.
