   "Rare" doesn't equal "almost never"?  You're just picking a fight because a   
   leftist said   
   the same thing you did but using different language.   
      
   Now, support your assertion that voters remove incumbents at the ballot box   
   10% or even 5%   
   of the time.  I don't think you can because it *is* rare.  Congress critters   
   retiring   
   don't count.  Critters forgoing re-election for other reasons doesn't count.   
      
   Count only incumbents removed by the voters.  The recent spate of hard right   
   primaries   
   counts but it isn't all that counts.  Go back at least a century to get a long   
   term   
   average.
