   fancy, and any proposed amendments still have to be ratified by three fourths

   Scout pretends this is a Parliamentary system for this particular thought   
   experiment.   
      
   Further, his thought experiment requires additional Constitutional amendments   
   to govern   
   everything from passing legislation to selecting members of Congress.  This   
   thought   
   experiment is something that might work in Europe but not here.
