The       problem is that he replaced it with a deficit (again), and nobody has       changed it. A government on a healthy economic footing should be       spending everything it receives in taxes and *only* what it receives       in taxes. Out of the past half century, the US has had a deficit for       48 out of 50 years.              Right now, the entire planet is running on a complex network of       heavily kited, interlocking debt, and, at the end of the fiscal cycle,       the books *will* all balance. The '29 market crash wasn't a US event;       it was a global crash... and it *will* happen again. (BTW, that was       the end of a fiscal cycle and a balancing of the ledgers.)              Germany knew how to deal with it: they raised Hitler to absolute       power.
