   Interest would be a budget item, as should repaying the debt.   
      
   Indeed the first thing on the budget should be 3-5% of the budget to goes   
   towards the principle, Next would be the interest payment on the rest. The   
   LAST item on the budget would be the pay and benefits of the elected federal   
   officials.   
      
   If they want to be paid.. there better be enough left over to do so.
