How about he not only balances the budget but has a surplus that he can
actually use to pay down the debt?

Would be the first President since Herbert Hoover to do so.

Instead Biden has proposed a budget that 1) is the largest in history 2)
Produces the largest increase in the National Debt in History 3) Proposes
the largest tax hike in history. A perfect Trifecta of bad fiscal policy.
