   As there was no surplus.   
   Oh, they might not have spent as much as they could have.. but that doesn't   
   make it a surplus.   
      
   Debt doesn't increase because you paid all the bills... it only increases   
   when you haven't   
      
   Even you should understand that.   
      
   However, to give Clinton his due, he did much better than a lot of other   
   Presidents.
