   Yes, that is the way it was set up and we pay for it.  When SS was made   
   into law, if was quite common for only the husband to work and when he   
   died, the wife would have been destitute without it.  Think about it,   
   what is the name of the program?  Social Security.  It brought security   
   to many families.
