   When the 'very rich' make the rules they leave in enough loop holes to   
   where it does not affect them.   
      
      
   They will set up foundations and charities and put the family on the   
   payroll.  That keeps the money in the family.  Trusts and other things   
   that the middle class does not know about or can not afford the lawyers   
   and such to find the loop holes.
