   actually a good idea.  the cash strapped tax payers will tire of going   
   to court to harrass small time folks.  Hint; plead innocent and don't   
   talk to police w/o a lawyer. Make them run an expensive operation.   
   they will start a de facto "legalization of small amounts.   there
