   The reason is that "we the people" don't want kids to use drugs.

   He may think that smoking pot is OK for adults but not OK for kids.   
      
   More likely, he thinks that getting a pay check is good, and he might   
   lose that paycheck (and have a reduced chance for later employment) if   
   he doesn't enforce the rule.

   It isn't his choice.  If he doesn't enforce it, he'll likely lose his   
   job, with prejudice.

   Drug abuse.  Something we want to reduce, and drug testing seems to
