   They are both abusers.  It is a binary state.  No slippery slopes need   
   apply.

   Two different definitions in play.

   I am using 1a.  Regardless of morality (wrong), violating the law is   
   "improper" and hence a use which violates the law is an abuse.   
   You appear to be using 1b, both in the alcohol example and in the   
   comparison of rare use vs daily use.
