   and as much as I hate to admit it, I think you are right. It's the only way   
   to be fair in the distribution of assistance. If you put into the system,   
   you should be able to draw from it. I know there are people who don't "put   
   into the system" in the traditional way (ie: like me--a paycheck is   
   nonexistent), but those who can't work or don't work due to student status,   
   physical means, or even by choice--like a parent/caregiver issue--is still   
   a citizen and contribute to the system in at least a passive manner. And it   
   is the only way to ensure citizenship.
