    Having a central bank or in historical term a mint, predates capitalism and   
   predates socialism. The mint was the dominion of the state what ever form of   
   rule and what ever form of economics the state practiced, the central bank   
   function was inseparable    
   from the state and still is today....   
      
   The central bank is a state or crown necessity, it is not an by any means the   
   idea of one form of economic system, it is necessary for all economic systems   
   and economies.
