   Therefore I am proposing to lay the foundations of the strong economic   
   and political (social) order deeply, by starting with smaller   
   organizations and schools only by those so inclined. Slowly but surely   
   the competence with the structures propose will increase, and these   
   structures in turn can be adapted to the needs of a population.   
      
   The territorial sphere of its implementation is based on the already   
   existing borders. That means: not the borders of the American Empire in   
   Europe (the so-called E.U.), but the national borders and in some   
   Nations which are extremely large (such as Germany) these borders could   
   be the Länder borders, although such a devolution of — in my opinion   
   unmanageable — Empires will be an affair to treat with the utmost care   
   in the long term. For this I also have proposed a clear protocol, which   
   consists of 5 stages of 20 years, for a total duration of one century.   
      
   Although this doesn't stop people believing in the impossible, or   
   vultures proposing we suffer another dictator for our own good, the idea   
   is that once we see dangerous people come to power, we can immediately   
   replace them. It will take some time to learn these skills, therefore we   
   better start as soon as possible.
